The only thing I can think of is that by revoking a passport may be sent out to various allies, where the No Fly list is mostly internal. It may, also, involve confiscation of your passport if you try to enter the country, but I don't see anything to support that.
In any case, the ability to do voice votes I find rather troubling. We have no real way of knowing who voted for this, other than (presumably), the sponsors for the bill. It seems trivial to at least have each person mark down their vote in a voice vote to be tallied up later. As long as they aren't wildly off, that would work reasonably well.
