I think it's on purpose. look how they ensured the crotch would be flesh coloured, so that when the uniform crumples it loos like they are naked. But the chest is not chest coloured, because that would have had the opposite effect.
And I just saw the men's uniforms...enough to see that the Colombian cycling association is purposefully trying to drum up some PR with fake nudity.
