So, there's this little-known (in the English-speaking world) Spanish author called Enrique Jardiel Poncela, who wrote a book called "the tour of God". In one part of the book God is interviewed by a mortal and asked several questions. One of the questions is: "Which, according to the divine knowledge of your holiness, is the ideal government form for the States of Earth?" To this question God responds: "The ideal form of government for the States of Earth is the dictatorship. To govern there's only one path: for a single, intelligent man to create at the same time a fair law and terrible penalties for breaking it. And, when the law is broken, the penalty should be applied without appeal or pardon, and for eternity". Then he adds "But it was silly to ask me that question".
