I imagine getting permits to build boarding houses in most areas would be harder to get than permits for nuclear power plants.
My property is zoned so that the only thing I can't build on my property is a correctional facility. As long as I can get a stamped drawing from a nuclear engineer, I can build a nuclear power plant on my property.
