Like every law, it's how it's applied and who it applies to, as determined by the interpretations, attitudes, and judgements of the cops, district attorneys, judges and politicians. They have so much discretion at every level of "justice", they end up targeting every law to punish or protect whomever they wish.

The airlines will get a rude awakening when self-drive cars eliminate short and mid-range flights. I'd much rather let my car drive me there overnight in relative comfort.
