I think we should try to explain vaccine refusers possible consequences. Punishment may work but it may make things worse. Doctors should explain to regular people (and in plain language) that a vaccine is necessary not only to protect their children but also to protect the community and others. It is a mighty task but hopefully it will work better than bans and fines.
