Slashdot does that with both upvotes and downvotes. It's relatively seamless, as you can upvote and give a reason fairly quickly, and the person knows why. Being able to say +1 and funny or +1 and helpful is a good thing, as is being able to say -1 and untrue or -1 and troll or -1 and mean.
