Not following the unspoken fast-lane is for passing only. I live in the US, but wish we had the education, temperament, and road upkeep to drive like Germany. The number of times I've had to slow down for some yokal going exactly the speed limit in the fast time makes me angry.

Here in dubai, they actually teach you in driving school that its an "Overtake Lane" and not a fast lane.
That doesnt change the fact that people still hog the lane though.
