Even though most people would consider these movies "cheap scares", the Paranormal Activity movies are probably the most frightening American movies I know about.

For a level above that, I'd have to go to Asian scary movies :). It's been a long while since I watched one, though, but I love the fact that they generally rely on storytelling and suspense to generate fear, instead of sudden screams and special effects we so often see in western movies.
