This is what happens when a city bends over backwards to bring in a new industry on a massive scale without bothering to build the residential infrastructure to support it.
In fact the city actively prevents housing from getting built with bizarrely stringent zoning laws. Most buildings aren't allowed to go over 4 stories tall and there are numerous areas with large vacant lots just begging to have housing built but can't because of silly legal issues.
Heck, many of the larger tech companies have offered to foot the bill to build housing for their employees but San Fran turned them down.
