We have ATT so I don't know about Comcast, but their meter I believe catches in network traffic, it said we used something like 1TB of data a couple of months ago and the only thing I could figure out was that it was counting Plex traffic from the computer to the Xbox. So, no I don't trust these companies meters that are clearly designed to lie.
Edit: For what it's worth, ATT doesn't enforce their cap for people that have both TV and Internet.
