There is a big difference between a foreign magazine publishing an op-ed, to a government doing dealings (whatever dealings those are, if there ever is an investigation) with members of the administration.

Reagan, when he was running against Carter, bargained with the Iranians to keep dozens of Americans hostage until after the election.
