In my country are quite a legion of important people and industrials who use these constructions. Albeit legal, their incentive is to avoid tax paying and hide illegal streams of money, i.e. white-washing. The proposed investigations are nothing more than reading the results in the newspapers and putting it aside as a slight nuisance, a speck of dust. So, in my opinion this "trove of information" is a mere attempt to put attention to these activiteis. Of which we all knew for decades in the first place.
The release of this "trove of information" is also useless, since it is regulated by journalists of whom I think are not 100% sincere with the publishing of it. For instance, when they started to publish the information of some known figureheads here, they really toned down their language. Also, in the regular (mainstream) media, it hardly gets any attention of which I am not surprised, since they are obvious and blatant tools of propaganda for the government and their croonies.
Best thing they could do is publish all of the data, uncensored, including all the respective documents like copies of passports, numbers, communications, addresses and the likes. I know this could result in mass demonstrations, lynching and the throwing of pitchforks, but then again: with that amount of money withholding you wouldn't expect any less. It is censored from the start and serves just as a mere lollypop. To keep the peasants at stake.
