I have pale oily skin myself, I'm 33 and I still have an acne problem. I always will. Of course putting on makeup isn't the solution, but saying having an acne ridden face being okay isn't either. I tried a lot of treatments growing up. Pads, creams, face washes, prescription pills; nothing really helped except the face washes and I'll tell you they're bullshit too. It probably took me until I was 25 to figure it out: wash your face. Not just once or twice, every time you wash your hands, wash your face; Especially in the hot muggy summer months. This is why the face washes work, because you're putting shit on your face and washing it off 3-4 times a day. That shit that you put on your face doesn't do anything, but simply rinsing your face off regularly with clean water is all it takes.
Also, sorry but the message about bullying in this video is bullshit. People are dicks to one another, especially if they don't know the other personally. (Ever drive on the interstate.) Solving world hunger is literally more attainable than "solving" bullying. Just learn to tell people to fuck off.
Over-washing my face led to more acne for me, unfortunately. It dried out my skin and made existing zits/cysts more inflamed and irritated and was generally a miserable experience. Birth control helped my acne somewhat but it took Accutane to actually get rid of it. Moisturizer and sunscreen have been key in keeping scarring down in the meantime though.
I don't the video's trying to solve bullying - I think it's trying to show support for people who have experienced the lose-lose situation (acne is gross but makeup is bad too) and let them know that they can feel good about themselves regardless of acne or makeup.

Accutane saved my life. Also, it's a lot easier to ask someone why they're angry than to say 'fuck off'
