Yeah, this is kinda scary. Lol. I don't know what the heck is being shown here either except a ton of eyes popping up everywhere. Someone explain!
Sorry this answer comes a little bit late, but in case you haven't gotten an answer too this yet the gif is from Google's Deep Dream project. They explain a little bit more about it in this blog post.

Can someone please explain this to me? From the title it appears to be a visual of the way that the Google algorithm is interpreting the scene... but why the heck does it seem to be inserting eyes everywhere? Or is that my poor interpretation of what it is being shown?

The AI is probably only taught on dog images, or it's forced to recognize just them. The neural network picks up on clearer details from the images, on dogs case it's eyes, fur and nose so it just starts to overlay those on the image, trying to find a dog.
