HOA's are probably responsible for keeping a bunch of us on grass, although calling it a crop is odd, I was under the impression a crop was something grown for food. Without the HOA to stop it, I'd really think about changing out the grass for drought plants and gravel out front, tomato plants along the side and full blown veggies in the back.
