So, a couple of happy thoughts: (1) If they PD has to pay a settlement to those people, it's not going to come from the cops or the PD, but the taxpayers (including the victims, of course); (2) even if this results in the PD losing part of their budget, it's not a problem: they just need to steal more stuff from citizens using civil asset forfeiture laws. So the victims are only screwing themselves by suing the PD (which is exactly how it is intended).
