A $20 tool could have prevented the FBI’s iPhone encryption fight
Apple is defying a court order to circumvent its mobile encryption. The use of a cheap remote-management app—including Apple’s own MDM—could have rendered the issue moot. “If the county government had set up their county-owned devices properly, they could unlock this device themselves.”

So they did have the tool and they used it and it broke the Apple account.
But that's the point: they WANT this legal battle, as does the FBI. FBI wants the precedent and Apple wants the PR.
