As a smoker I am very pro the idea. It is a bad habit that is hard to get rid of and there is no need to begin with at all. I am sure it will cause a fuss and the question of human rights is very much in place here, but sometimes the officials job is to look at the big picture and know what is best for their civilians. With that said, it would have to come along with a solution for the cigarette industry employees, as thousands will loose their work place.
