Venezuela is a tropical country, but they don't have food. It's the country with the highest proven oil reserves in the world, but they have an energy crisis. They have some of the most amazing paradisiacal landscapes in the world, but they make little money from tourism.
If their goal was to fuck up the country on purpose, you have to wonder if they'd do any worse.
