He doesn't have the legal authority to do this, it won't withstand a challenge in court and it should never happen. It's shameless vote buying and an affront to any taxpayer that has to pick up this tab.
Taxpayers always have to pick up all the bills anyway with little to no input as to how we feel about it since all we are are cash cows.
