Portugal, 12 Years after Decriminalizing Drugs
Twelve years ago, Portugal eliminated criminal penalties for drug users. Since then, those caught with small amounts of marijuana, cocaine or heroin go unindicted and possession is a misdemeanor on par with illegal parking. Experts are pleased with the results.

I wish the states and canada realized this tactic works and just accepted it. There would be so much more money to go around on things that really matter.
Other governments in rougher parts of the world have more to worry about such as drug cartel violence and other major crime. Mexico, Brazil come to mind.
