Seems like a lot of extra work, just cut your leg off.
Wouldn't the loss of a heartbeat signal cause an alarm anyway? It's an interesting story, but the chances of this happening outside of a specific white room implementation is vanishingly small. Besides, the incentive to not tamper with the device is so great that people under house arrest won't bother with it.
