    That gesture has been around since at least the early 80's in the military. In that earlier, much less politically correct time, it was "Why are you looking at my dick?" Somebody recently said it meant something else, so now, of course it's racist.

    "Stuff means what I want it to mean, not what you meant."

    Lot of cops are ex-military or grew up military, BTW.
