I completely agree with you about pop-ups, but unfortunately the statistics prove they actually work, and this particular website is one of the top marketing blogs out there. I always wonder, though, who are the people that actually click on those annoying pop-ups? Not me, for sure.
I'm not a fan or a defender of Patel, but I do know he is highly respected in marketing circles. Even the article you referenced says "He has consulted for several fortune 500 companies such as Yahoo, Mazda, Samsung, Techcrunch and Wal-Mart" and "I have been a fan of his blog posts and respected him as an entrepreneur for many years now." I don't personally use or approve of some of his methods but I do follow his blog, thus the share of this infographic.
