I believe that this is true. I've even met one of the founders; he presented at a meeting I went to in Wellesley, Massachusetts. I do unfortunately know one of the three percent who uses Tor for elicit purposes, though.
There always will be, and always has been, people who will use whatever medium is at their disposal to do elicit things. It's the nature of things. The media will also always blow things out of proportion because that too is the nature of things.
