Well, in answer to your question, neither. They’ve simply issued a report which includes mention of various online crimes including harassment, cyberstalking and human trafficking and others. Their involvement in the internet is limited to showing their findings, not governance. Governments and ISPs inclined to policing were doing so before the report, those who aren’t won’t be motivated by this to start. Nor do I foresee a surge of “setting up better funded youth programs for employment and positive expressive outlets such as sports and the arts” as they also recommend. While, I don’t agree with all aspects of the report, I believe it’s a good contribution to a necessary discussion.
