I know the world is a big place with a lot of oceans, but I'm still surprised they think that the risk to anyone on the ground is almost nil. What if the debris comes down in a busy downtown area? I was glad to hear that areas north and south of certain latitudes have zero risk because the space station does not orbit those latitudes. It still leaves a lot of the rest of the world though.
