Prohibiting sale on one day only isn't prohibition. It's not like alcohol is hard to store overnight. The goal is more likely to establish a foundation for a negative viewpoint of drinking. A not so gentle nudge.

It's a good question, but I'm surprised the author strikes a tone implying that national accounting for ecosystem services is new or novel. The concept has been around for decades. The challenge is public acceptance of non market valuation.
