      Although money does buy influence over some of the voters that actually vote, the real control is at the state level with parties. The GOP didn't have to spend a dime to steal the election in Florida in 2000, just like the DNC wouldn't have to spend a dime to steal any election in the Chicago area. The real power is within the two parties, which control the debate and, to a great extent, how the elections are run.
