From the Northern to the Southern Cross
There is a road that connects the Northern to the Southern Cross but you have to be at the right place and time to see it. The road, as pictured above, is actually the central band of our Milky Way Galaxy; the right place, in this case, is dark Laguna Cejar in Salar de Atacama of Northern Chile; and the right time was in early October, just after sunset.

"Chiefs" of tribes, as well as mods, have tools to refer people to snapzu and get their own invitation codes as well. While this might discourage some of the spontaneous finders, it does help with targeting a specific audience by the Chief and the mods.
Right now, the invitation system is to stop snapzu from getting inundated by reddit users. Snapzu is a bit different than reddit and the admins are trying to keep it a bit more high-brow. Even if they do lose out on some member joining, the slow growth that it allows will help with maintaining the "culture" of the site and not let it get swallowed up by massive immigrations from reddit.

Because the community is so small in general at the moment, that shouldn't be too much of an issue, but in the future it might require more as more people join the site. I would recommend feeling everything out a little bit before jumping right into creating a tribe, but right now I doubt there is much harm in going ahead and doing it. You can also add mods to help with taking care of a tribe as well in the event that your tribe grows really quickly, and you can always hand off the tribe to someone else if it becomes too time consuming for you.

It's a much more premium-feeling system, for sure. Still needs a bit of smoothing out but the admins are very receptive to feedback.

While I can appreciate a good America-bashing as much as the next person, how is this a step backwards? The US meets the criteria of having less than 50 transmissions per 100,000, I'm assuming it's one of the other criteria that the US doesn't do that makes it fail to have "eliminated" HIV transmission.
