While I do think it is an interesting idea to help save lives, does it not it seem like this would directly be in conflict with an officers training to draw there weapon when aiming (pardon the pun) to use deadly force?
Plus what if the cop forgets to put that condom thing on and fires an unprotected bullet at someone that isn't a direct threat.
