      Basically it means that Apple and Google need to make a product that allows the US Government into it.

      At one time the law in Switzerland was so strict on banks sharing information with anybody other than the account holder(Even the name on the account couldn't be discussed.) that you could hide assets there and the courts couldn't find out what you had. The US sued Swiss banks and fined them billions of US Dollars for hiding assets for American citizens because of those laws. Since then the US has gotten Switzerland to pass a law allowing Swiss banks to cooperate with the IRS and institute a sharing agreement for US Citizen's bank accounts in the countries banks.

      That would mean they want Apple to have a sharing agreement with the DoJ to allow them and probably other law groups to request all information on the phone despite the encryption. That's what I think it is supposed to mean.
