Gregory Downs talked about the immediate period after Confederate surrender as an extension of wartime and through the lens of occupation. He is the author of After Appomattox: Military Occupation and the Ends of War. “A War That Could Not End at Appomattox” was a program of the 35th annual summer conference of the Civil War Institute at Gettysburg College, “The Civil War in 1865.”
