This is why Russian people will always live in poverty and fear of their government. Instead of focusing on building relations with other countries, making sure their citizens have plenty of opportunities to flourish, these guys are focusing on military bases in the Arctic. Sounds like a plot from a poorly written B movie, not real world government backed decisions.
