The primary problem with "rape" allegations when there is no witness or no force is evident, it becomes she said/he said.
Unless there is DNA evidence, like skin under the finger nails, or signs of abuse, etc.
Edit - ahh you said "force"... which would suggest physical evidence.
I am editing to state "or no force is evident".
The legal system at it's finest. This is about avoiding some jock getting a lawyer and suing them for calling it "rape" when he has sex with a girl against her will. Or having them look bad when a jock rapes a girl and he's still on campus. Like most thing beareucrat, it's about hiding the truth to cover their butts. It's a bad thing for all of the students because it means that students who are clearly going in the direction of sexual assault get a pass and are given the message that it's not all that bad.
