Facebook needs to use their tech prowess and big data to create algorithms that actually help remove such questionable marketing tactics, and if the direction is flawed in general it needs to be stopped. Instead of focusing on countless useless features they are constantly coming out with, they need to focus on protecting their bottom line with an ethical approach.
Quick solution: Just limit the amount of things any one account can like. I know it won't fix the entire problem, but it's a start.
The only thing I keep thinking about is that they know about these Like Farms and run them. The conspiracy would say that they changed the algorithm back in December so that people HAVE to buy ads to gain more reach. They do this and give fake likes that they produce so that people think they are reaching new, legit people around their area.
Facebook should be ashamed. I hope this blows up in their face.

I know I do. I have a ton of clients and have HAD to go to ads to get more reach. Too bad it is all fake reach
I've worked with clients that only bought US Facebook Ad traffic. Supposedly that traffic should not come from link farms and are "official" Facebook likes. But the engagement and organic reach to those likes is terrible. So I think there is a bigger problem than just "bad" likes.
It's weird though, because I have gone and geotargeted ads with specific interests. These people should love the content I push out either because it has some humor or new information in their field. I find that nothing gets engagement. Something is amiss.
