It's surprising that they're not being treated as integrated networks now. That's like trying to isolate a cubic meter of airspace as a reserve section in the middle of a smoggy city.
Yes, I had a similar reaction. I guess it is mainly an issue of the region having numerous national borders. Perhaps the researcher are simply trying to provide the evidence needed to get the wheels of bureaucracy moving. It is unfortunate that the paper is behind a pay-wall.
