It feels fairly drastic. Still, Meddler (riot dev) stated on the boards that the nerfs are intentionally severe, and they're looking into compensatory buffs, so I am eagerly awaiting the next PBE patch!
Yes, maybe they are too drastic. But with this patch every ap item scaling lately (RoA, Seraphin, Rylai) are gonna be really strong.
So, AP champion scaling well with this item, will be God tier (Anivia, Singed,...). Maybe Azir can scale with these items; idk ?!
