Most members of congress are rich enough that they can forgo their wage for sometime, if anything this would be a relatively cheap way to get some votes.
The solution in European countries is making sure the executive branch has the support of the legislative branch, if the budget is not approved then there are new elections. Making everyone on the legislative branch ineligible would be too harsh and would pressure them to vote even for bad budgets. The problem is that you can't do that in the US without rewriting the constitution from scratch.
