    As I read it from my related link, all Germany have to do for the project is upgrade the rail branch line on their side. Surely they can manage that?

      Sure, just add 3 years to projected date of opening (if they don't need new trains, if they do, add 2 more years) and double the cost of the German part of the project.

      All this assuming there is no tunnel or other section that needs to follow proper fire security regulations on the German side, if there is such a section add 7 years and whatever money that needs to be spent on maintaining the finished but unused tunnel working.
