It seems like the system is designed to fail these people. No re-entry programs, no substance abuse treatment - how is it expected that a person can go from years of being caged to compete freedom and not have trouble?
I believe that Texas has embraced the for-profit prison model as has my own state of Arizona. Maybe this plan of offering no services which would diminish the possibility of returning to the prison system is in reality just a method of ensuring repeat business and keeping the profits flowing.
