Someone, presumably Mike Nash, took a screenshot of their conversation and posted online. Someone else put that image on tumblr, where someone else took a screenshot and posted to reddit from where someone else took a damn screenshot and sent me via the link I put in. So it's a screenshot thrice removed from the original screenshot of a chat program meant to combine all your chat apps. It had a duck as an icon, I can't remember what it was called, but I haven't known anyone to use it since ~2009, so I guess it probably is winxp and a very old screenshot, all jpeg'd up from wandering the Internet for the past half decade.
Definitely Skype, and yeah it might be on WinXP, although I use an XP skin for my Win8 so it could be that aswell... in any case I remember using Skype when I still had an XP that I connected to the internet so I'm sure it's not that unusual......... maybe...
