Overhead, start with a million dollar facility, guards watch the inmates, staff for food for prisoners and for employees, maintenance crew, management, transportation, people to do cross checks and background checks to make sure there isn't anyone for or against an inmate from the outside. Jesus just think of what a plumber would have to go through just to snake a drain there. Maybe, just maybe if they have a psychologist there that gives a damn about helping people they can help those inmates become a functioning piece of society.
Plus it's a prison. There isn't any revenue generated at all. Any money that goes into it is a complete loss of return.

Simple. No one under 18 can buy it. Allow it to be used anywhere that a business sees fit. Some will choose to have it banned at their location and others will allow it to be used freely. It has been a good tool to get people off smoking and as a nonsmoker I have had no negative affects around anyone who uses it. I can smell if someone has had a regular cigarette easily and I hate getting into cars that have a yellow tint to the interior and feel like I'm being smothered in tar. Just make it so the ingredients are out in the open and let people make their choice or help them to quit.

A business is meant to grow and increase profits year over year. A private prison has no incentive to rehabilitate anyone that is held there. America uses the prison system as a form of punishment meant to torment those that happen to end up there. We don't look at those who have done their time as someone who can now come back to society and contribute. We see them as a ticking time-bomb. Waiting for them to commit their next crime. That is where these private prisons will flourish.

Man, how many lawsuits are going to be filed on this game in hopes that something will stick? The only crime that rockstar has committed is how long it's taking for the heists to become available in mutliplayer.

Ok, on the surface this seems to come off as more hipster than anything else. I however think this is more for the LBGT community more than anything else. For those going from female to male and want to have a beard without the need of the hormones (or as much) could make things easier for their gender identity.

The reason why this phone has such low specs is because it'll be pushed for developing countries. A $25 smart phone males a lot more sense in South America and African nations where many people can't afford top of the line phones.
