    They already have started, when it comes to solar I'm fairly certain that should I place panels on my roof I would need to contact the state power and inform them, they then send out an assessor and figure out how to tap my panels into their line so they can use anything I don't, on top of that I must pay for them to tap it in and still pay a regular power bill because the panels won't be enough to offset the bill when running heating or ac. So in the end I'm paying for the right to use solar power and the power company is still getting a nice chunk of my pay.
