Using drones to kill American citizens without trial. Collecting the email and phone records of millions of Americans on a daily basis. Grabbing militants off of the streets of foreign cities and imprisoning them indefinitely. Those seem like just the kinds of tools a hawkish Republican with as much self-professed bravado as President-elect Donald Trump might try to create. But here’s the thing: He doesn’t need to. Trump will inherit all of those powers, and then some, from his outgoing Democratic predecessor.
