That depends, on the President. No one in the military or thinking about joining is going to re-enlist/enlist if a timetable is established no matter the outcome. Makes absolute no sense to offer one's life under said circumstances. The goal of the military is to win battles/wars, not elections for political hacks. That's where the recruitment failures lie. If a conflict can be framed in the context of actual U.S. security, not political elections, then recruitment will again flourish. Allow the military to win battles/conflicts, and you'll have the greatest motivated/dedicated armed forces imaginable.
