Which congress dropped the ball on statehood after the 54% vote for change, and 61% of those voting for statehood? The US Congress or the Puerto Rican one? If I read it correctly the vote in 2012 should have triggered a vote in Puerto Rico for statehood and then Congress should have been given the vote. In that case since Puerto Rico is a US Territory, couldn't we find a way to force the vote to happen?
