He couldn't come out and say he won't pardon Hillary so instead he says the same thing about Snowden, now he's in a corner and won't be able to issue that pardon that some were calling for last week, as well as the call for him to pardon all the DACA kids. It's actually quite a good way to say he's not issuing pre-charge pardons.
