Yes, and bail is one way it is so, but it's a rather trivial thing compared to the ability to purchase laws that allow you to do whatever you want, or pay for the very best lawyers to go on endless appeals.
Still, it's a step in the right direction. One that is useful to gain political points without affecting the rich and powerful much.
